Spokespersons for the Justice Department and NOW admit that programs for men are prohibited under VAWA. However, they oppose language that would make VAWA truly gender neutral. The language they oppose is the following clause that advocates for abused men have asked be placed in VAWA:
Nondiscrimination
The provisions of the Violence Against Women Act shall be applied and administered so as to ensure that men are eligible for benefits and services under projects awarded grants under the Violence Against Women Act on the same basis as women.
Here is a letter distributed to Congress in support of this language and some supportive documentation, including a sampling of federal and state discrimination and NOW LDEF's analysis of gender discrimination in the Fatherhood Counts bill.
